One observation must be made: the legal research carried out over the past five years has
evolved considerably, while training in the use of new research tools has remained sporadic
and uneven depending on the Member States, the sectors of activity concerned and the type
of public.
During the 2000s and beyond, with the advent of search engines and access to new data
sources and the corresponding decline in the printing of books, articles and documents, legal
research has changed completely.
